The short story:
Make yourself a clear plastic rotor template, with the outer oil ring position and the side & corner seal postions inked on.

No no's:
The tip of the side seal & the corner seal can not fall into the port.
The port can not expose the oil ring.
The port must not cut into the water jacket.
Be careful with intake/exhaust timing overlap.
The exhaust port closing needs a short radius or bevel at the top flat closing edge.

The side ports can be sharp edged (like the factory ports) as long as the closing edge is not exactly parallel to the seal.
If so the closing edge should be radiused.

Primaries - conservative to maintain high charge velocity:

Secondaries - your basic street port:

Exhaust - a little more clearance, a little earlier opening, same closing:

The above pictures are a DIY street port.
For something more radical, you will need to see a pro race engine builder.

There's no such thing as a "stage". One builder's "stage one" can be another builder's "stage 3". It all depends on how aggressive you want to be.

How much power do you want to make? How much can you stand to loose regarding drivability? What other mods do you have or are planning to support this port? For that matter, NA or turbo?

There are no stages in porting because the process itself is not tangible. There are no parts to install, remove, etc. There are near infinite ways to port the engine, so thus no "stages".
