TIIs have an aluminum throttle body horn, NAs are plastic.
I've personally never been thrilled with the plastic adapters in turbo applications. They get quite soft.

i use an n/a plastic elbow in my turbo application but i never butchered it like that, granted i shortened the oil filler tube to accomodate the new piping direction and sealed the elbow to the throttle body with sealant. it doesn't leak any if at all, not as bad as some people make it seem. the stock IAT sensor on the other hand that i tapped into it, leaks a bit through the internal terminals..
i wouldn't trust plastic welding to be solid, i bet if you do a leakdown test you will see it has hundreds of tiny pinholes leaking air.
