i dont think so because its still a street port. now if it were bridge or race port or w/e that would be a different story. if anyone out there disagrees please say so, because im no expert.
That all depends on the rest of the intake/exhaust system. You can't just port the motor and expect a large difference. About the only difference that you're likely to notice is the idle quality will go to crap.
So, what's the rest of the system like?

i have a custom made exhaust by me. that is low restriction that made a big difference compared to stock.
also im not looking to push a crazy amount of power like some people on this forum.
i mainly porting for my own learning experience, just something i have wanted to do.
question, will i still be able to pass emissions, im guessing that it cant change the #'s to much.

Should pass just fine with the PR ports.
However, as far as the electronics question goes....no, you don't "need" a standalone to run a street port.
HOWEVER....you will see much better gains from using a standalone in conjunction with a street port since you'll be able to tune the engine to fit the newly discovered airflow as opposed to adding the airflow and keeping stock fueling (too much) and stock timing.

Yeah, I'd try to use a SAFC before tinkering with the fuel pressure. The stock system runs at two pressure levels anyway (I'm assuming this is true for a S4).
I used to run a custom true dual exhaust with ported intake and street ported motor. It was VERY loud (although I have FD housings, so no sound baffling "wings"). In my experience the SAFC was not enough to do the job, but then CJ had a similar setup (except his motor wasn't ported) and he did fine with a SAFC.
In the long run you're probably better off biting the bullet and going standalone. If money is an issue then have a look into the MegaSquirt stuff. I'm planning on running one of my cars with a MS1 3.0 sometime in the next year.
