AZ passing az emission without the "RATS NEST"

Ok I know the rats nest is for emissions.
I'm wanting to remove it all completly. I wanting to know if there is anyone out there that has passed emissions without the rats nests in arizona or any other states that has similar emissions standars.
Is this possible???

Please don't post stupid un called for comments on this post.

It wasn't in AZ, but in Memphis I failed emissions with the rat's nest in place. Then I took it all off and installed an electric smog pump straight to the Cat tube and passed with room to spare.
I did nothing else to the motor.
