Im not sure on this one but i might as well try to help since nobody has yet. maybe you have the lines backwards? I have a working ps pump you can have if you paid for the shipping. its missing some stuff but it worked fine in my car. if anything it should free up when driving you should clean and replace the fluid in the pump and make sure you dont have any leaks. a leak ive noticed on power steering can cause the steering to break (stiffen up) during driving like when your turning. check for leaks and listen for any noises coming from the pump that shouldnt be. like a louder whining sound, or juttering sound like the ps pump is getting dry hump attacked. kinda like whoomp whoomp whoomp low repetitive sound. good luck

also there is a bolt on the steering rack that holds in a spring if you loosen it, it loosens your steering. you may need to loosen it. it would be on the bottom of the steering if it were installed in your car you could just jack up the front and get underneath look up and see it. dont loosen too much. you might want to loosen some bolts and tighten them back down to recomended torque. trying to think of what else...

Chances are you have either a bad pump, or a bad rack, or both.
Also, depending on which series FC you have, the power steering is either 'adjusted'for either vehicle speed or engine rpm. I can't remember which is which right now, Ive always pulled the power racks and tossed em in favor of manual racks. The man. rack tends to be 'hard' when stopped, but seems just fine at speed.

You can also depower the power steering rack and make it a manual rack. it will be a bit harde rto turn then a manual not too much i did the depower mod on my powersteering it was about the same. when depowering if you dont have a welder to weld the quill it will have a little play but not too bad i didnt have a welder so i went without welding the quill worked fine. it has a tighter turning radius compared to the manual i think haha im not exactly sure on that one cuz ive only had the manual rack in for about two weeks and im still figuring it out. seemed like the depowered one had a tighter radius, im not used to the manual yet.

It'll probably cost between 20 and 30 bucks to ship. I will look for any jz symbols on the pump tonight. my car is an 86 na gxl it was apparently the better of the base model of na's back then.

the FC has two power steering systems.
the first is the 86-88 and the upper model 89-91 system. this is the first system of its kind and it uses the 3 port rack, and a pump with a stepper motor on it to vary the steering assist by vehicle speed. the rack should say something like FB17, FB55 or so on it.
the second system is the 89+ base system, and its just a normal PS system, the toyota pump would probably work fine. the rack has an FC01 sticker on it
the neat thing about the FC is that every car has the wiring for the PS system, so you could run either one, except that the speed sensitive needs to use the FC's pump, and computer.
