You can get rid of BAC if you have no A/C or P/S, but its not worth it really. Do you have cats?

Well, with cats, you're pretty limited to what you can remove. Most of the solnoids run into the Air control valve, which regulates the air going from the air pump into the cat. You can not remove them if you have cats, or your cats will burn out and you'll lose power/ or damage your engine.
If you can ditch the cats, do it.
The BAC allows air to move past the closed throttle plates ate idle (b/c some air still has to move past).
If you turn the wheels with p/s, the BAC allows more air past into the engine since more strain is put on the engine from the pump, so it keeps a constant idle. Its the same if your a/c is on at idle. The a/c compressor puts extra strain on the motor, so the BAC gives the engine more air to keep a constant idle.
Without p/s or A/c, you can block off and bypass the BAC, but be prepared for an error code.
