It works by bleeding off galley oil pressure, which is accomplished by dumping galley oil back into the pan. Upgrading the regulator will raise oil pressure, but rob the engine of some power from making the pump work harder. You really need to take a system approach when modifying the oil, um...system. Rob Golden of Pineapple Racing is really a pioneer in this area. He has developed a series of oil mods which he has grouped into Stages. Can't get too detailed, but basically he drills out many of the oil passages, ports the oil pump cavity, and runs a loop line to equalize bearing pressures. What this does is let the pump work more efficiently (sapping less power from the engine) and increase flow throughout the engine for better bearing lubrication. So, it's both a reliability mod and a performance mod. He has spent the last few months writing a step-by-step oil mod manual and intends to sell it, along with the drilling jigs, to DIYers. Alternatively, people can just send in the engine parts (front and rear housings, with stationary gears) and he can do the work for you at the usual rate.
