Question Oil Level-Smoke?

Hey, quick Q. Can an oil level too high (just covering the 'F' on the dipstick when cold) in a rotary (koki NA) create smoke confusable with a failing internal oil seal when the engine is revved (warm) into the upper half of the tachometer (4500-4600rpm).
Also, if oil is leaking from the vicinity of the OPM (inside the passenger front wheel on the engine cradle/subframe), does that indicate a failure of said Oil metering pump, and if so, can that also be injecting too much oil at high engine speed, creating a great quantity of smoke?
Thanks.

The OMP can't inject enough oil to make the car smoke.
