Noob to Turbos - how to diagnose a bad Turbo

How do you diagnose a bad Turbo? I'm new to Turbo version models and I noticed when I drove the car to get registered the Boost Guage never moved. Is this normal and does it mean anything? Seemed to drive ok.

Those boost gauges are notorious for getting stuck. When you turn the car on, does the needle jump slightly before you start it?

Can you hear the turbo spooling? The surefire way it so pull off your intake pipe and check for shaft play and if it spins freely. If the car isn't smoking or leaking oil (at the turbo), the seals should be fine. Chances are if the car is running fine, then the turbo is ok.

Check the turbo inlet and IC for oil.

The boost gage doesnt jiggle at all. No leaks anywhere around the turbo so I guess its ok.

There's a small water hose or oil hose going to the turbo that needs changing. Theres rust around the tube where the hose attaches and the hose is hard as a rock. Anyone know the size hose? Looks like it may be 1/4"?
