No rear brakes, E-brake doesn't really work either...

No rear brakes, E-brake doesn't really work either...
I rebuilt my rear calipers in my school shop a few months ago because they were leaking.
I also put new pads in the front and back and machined all rotors.
I notice there is always the same rust pattern on the rear discs and none on the front, meaning the rear brake pads are not appling enough pressure to actually really do anything.
Also when using my E-brake i have to really yank on it or else i can still push the car in the driveway.
What should i look for as to why my rear brakes really aren't doing there job?
Master cylinder, the rear caliers themselfs???
