no injector pulse

hey my friend's 89 TII won't start. I have figured out that neither of the front rotor injectors are getting a signal to open. Any ideas!

how did you come to that conclusion? are you checking the primaries or secondaries? the secondarie (the ones on top of the UIM) should not be opening unless your above 3800 rpm and on the gas
