after searching for a while, i came up with 2 answers on the board.
1. bad CPU
2. FSM
well for 1 i pulled the CPU from a known working car that i double checked the turn signals, high beams and side markers worked on. for 2 i came up to this post click here!!
but im sorta lost on this because my multimeter decided to crap out on me. i just put my interior back in (dash and all) and everything works but this and the drivers window wont roll down. im not worried about that yet though. i triple checked all plugs going to and from the dash to make sure they are all plugged in and they are.
**edit** fuses are fine BTW
