added in the resistor pack and now have voltage to the light green/ red .... light green. but none to the light green/ black and light green/ white.

If you have low impedence/resistance injectors, then you needed that solenoid resistor package. Low a in 2-3 ohm injectors. High would have been something like 12ohms or so.
