New 13b engine

I would like some advice on aquiring or building or rebuilding a new 13b engine. I looked in some ads around town for RX-7s with new engines and it seems like my best bet right now is trying to barter these people (there's about ten of them in my area) into selling me their engine. Also, I was wondering if anyone knows of any Chicago locations that would rebuild a 13b (Besides a Mazda dealership, where things are ultra expensive)... I already have a dead 13b sitting in my garage for parts and I'm disappointed with my sixty k in my car (that was aquired by the last owner from "some guy in Nebraska")... it requires me to put the accelerator down for five seconds for antiflood mode and hold it down while I crank the engine, and usually it starts... but I don't want to have to rely on a *trick* to start my car and I have no idea how reliable this is since obviously there's a lack of initial compression in there. Oh, sure, the car runs great when it's started, but starting it can be impossible. And it drains the battery something furious. Currently, it's in my driveway, dormant, with a battery that won't even crank the engine...

So, any help is greatly appreciated. That would also include any help for how to get *this* engine to work... I mean, it *is* only 60k.
