Need some Tach issues help

My tach is showing 1000-1500 rpm no matter what my throttle is at. I checked the output voltage on my trailing coil and it's .94V. Does anyone know if this is ok? I have swapped 3 trailing coils in it and same problem. Next will be a cluster swap.

If you've verified that the wiring is good, the only thing left is the tach/ cluster...

And FWIW, the voltage is going to be predicated on the engine rpms, since it's probably a square wave signal. Kind of like a duty cycle, the actual voltage is, say, 12 volts, but you're reading .94 because the signal is "on" for only 1/12 (approx) of the time. Make any sense?
