need some help hesitation around 4k

working on an automatic s4 fc that a regular mechanic installed an atkins motor i believe. The car runs perfect under 4k but if you try to go higher it does almost like a rev limit. mods are a cold air intake smog pump delete with block off plate other than that stock

a rev limit type behavior would be no secondary injectors at all

the 3800 rpm hesitation usually has to do with the transition into the secondary injector RPMs but not that they are not functional at all.

the secondaries are easy to get to on the passenger side of the engine, pull the clips off and be sure they each have 12v to one side of the connector.
