Need help with hoses and intake piping.

So yeah, I made my own 3.5 inch alum. intake pipe today. And before you all ask, yes I have the AFM installed correctly. My question is this; The two hoses that were attached to the stock intake pipe, what is there purpose and can I loop them to keep my engine running? I have already looped them which brought my idle up enough to keep the engine running. Will looping them harm anything? I have a 1990 GTU. I still have my air pump. Right now my car is idling around 600 rpm. When I turn my headlights on, it drops to the 500, 400 range. And it may just be me thinking about it, but it seems I may have lost some power. What do I need to do to eliminate them or should I just attach nipples to my intake pipe and keep them? I'm on a very low budget and I need the cheapest way out. I have the means to weld nipples on the pipe, so if need be, I can do that.

Please help however you can.
