Need dyno chart analysis help

I know a lot of guys on here know how to read dyno sheets so I was hoping I could get some help. Sorry that I couldn't get a better pic of the sheet, crappy camera. Basically left axis is hp (increments of 50), right axis is torque (increments of 50), and bottom axis RPM (increments of 0.5 starting at 2.0). After tuning at 12psi (red) and 15psi (blue), I got 312whp at 12psi and 310whp at 15psi. How did the peak hp not go up? The only difference is that the mid range power moved up making the arch better but it levels off to make about the same peak hp. I was told that I might be maxing out the exhaust side of my turbo but wanted a second opinion. I have a Greddy TD06 kit. I wanted to raise the boost with the installation of water injection but if my peak hp isn't going to keep moving up then I have to get a bigger turbo. I'm just afraid of losing the lower rpm power. Is it my turbo that's restricting me? Or something else?

if you're controlling boost with a manual bleed system it's probably dropping to the same level at the top end either way.

Its actually not, we're watching the boost gauge and it holds all the way up to 7000rpm. The Autronic confirms that too.

Aw, sorry I don't have that. I didn't tune the car and the guy that tuned it didn't print that out for me. You think its just tuned wrong? I trust this guy and I'm sure he did the most he could.
