What is the purpose of this line (with the green thing)?
Mine is broke in half!!

It is a check valve. It allows vacuum (or the removal of air) to travel one way only.

cold start double throttle choke, you can find a check valve at most auto parts stores(the green thing).

So this is why my idle surges until its warmed up?
Is there any other negative effect this broken line could make?

If the line/valve is broken it would cause a vacuum leak which could affect the idle until warm because that particular vacuum line only has vacuum for so long I believe. You could also just pull the hose at the thermovalve and plug it off. In doing so you have to be careful about reving the engine when the engine is cold. Bypassing the diaphragm requires this.

You are correct. Easily bypassed.
