That sucks i dont think there is really anything you can do buy respray, after you sand off the old paint. I know a guy that does awesome work at his shop in north Houston. Good luck with it and hope you can fix it.

even a well cared for paint job can sometimes lead to paint flaking, the late 80's primer sucked ***, you will see tons of Ford, Chevy, Chrysler, etc etc etc and even Mazda with paint flaking off in sheets and the **** grey adhesion primer showing....
the only way to fix the problem is sand the whole car to bare metal and reprimer and repaint it. you can strip it down to the primer and repaint but the problem will only resurface again in a few years.

its just better to sand to bare metal and then reprimer. because my 10th had a maco paint job and its already flaking. because macco didnt take off the primer and just sprayed over the primer thus bad paint once again.
so best thing to do is get a new paint job.

hey Capn, why do you have a pic of a northstar in your FC?
i hope you studded the block to keep the headgaskets from blowing!
EDIT:
my god, i read your site and now i realize you are serious....
what in god's name made you decide on a northstar? is it the plastic engine cover that made it look like a nice swap to create a beautiful engine bay? sure the Caddy engines look nice but you will need to do some major mods to the engine if you want to see those numbers and keep it semi reliable. you would be much better off finding a used XLR motor(the new performance Caddy that came out in '05) we gave away about 5 core motors to a aluminum recycler about a few months back, i thought about building them but i figured there was no market for stock engines let alone built ones.
common problems:
piston knock, the stock northstar pistons tend to slap.
head bolts pull out the threads, this is even with the stock power output....
case halves puke oil
what do you plan for a rear wheel drive tranny for this project?
sorry for the threadjack btw
