Is my engine idling too low???

I had my engine rebuilt almost 9 months ago and at first it was idling at about 700rpms... Now when my cars warmed up Im getting an idle at about 500rpms (the red line)... While in idle my needle bases at 500rpms but constantly moves up another notch and/or down another notch like the engine was was adjusting itself... When I rev my engine even, say up to 2k or 3k rpms in idle the needle drops back down to the larger notch just below the red line and then picks back up to 500rpms... Even when Im coming to a slow or stop in gear this happens

The only driving habbits that Ive changed in these 9 months is that I actually give my car time to warm up now instead of just taking off after ignition... I change gears at about 3.5krpms instead of just before 2krpms and thats about it...

Should I be too concerned that this has happened?
