That's the engine harness, and it only goes through at that point. There are about 5 connectors inside the cabin right by that spot you need to disconnect to remove it. I don't remember the exact number of connectors, but if you've never done it before they're a pain in the *** to find, unless you have eyes like a snail.
And no, it doesn't run all up through the dash, it only goes in enough to connect to the ECU.

explain what you are trying to do,and someone may be able to help you or prevent you from doing something!.
Wires under the steering wheel stem from the fuse box on the inside driver's upper left kick panel area,and go all over.(inside the dash to outside the car on the left through the firewall).

I am doing a S4 TII swap into my N/A S4, does anyone know all the wiring i would need? Do i just need the TII wiring harness and ecu? Also can i use the N/A TPS with the turbo 2 motor?

Use the NA harness, extend wires as necessary to reach each sensor's new location. Use the TII ECU, and all the TII sensors that come on the engine, as well as the AFM and boost sensor.

i believe we should set up some sort of pay by chat service for more in depth assistance. cut wires... good luck. download the factory service manual and start looking at diagrams until you understand them is my best advice, or befriend someone who is good with wiring.
