Sorry but I waited 4 hours until you finally posted, thanks. The tps is new and I used a vaccum tester which read around 13 mm Hg. Is that to low? I tried the carb cleaner test and I came up with nothin.

Whoa. Man, you went into a bump craze on this.
Maybe you should check out the TID and everything hooked into it... Make sure you don't have a vac leak or a crack in it. My car was having trouble in the bodyshop recently..... Well, it wouldn't idle at all. But it would stay on if I revved it, but die if I let off. Though then it just wouldnt' run at all at one point.
My idle is a bit messed up but some others are thinking it's just from the street porting....

Now the engine will maintain its idle once I let off of the gas from reving it, but it will not idle right when I start the car. Ihave to help it until the car is warm.

okay check list time...
1) is the TPS PROPERLY set? check it anyhow. Search for the good way to do it with a multimeter. If its new it might not be set correct.
2) Are your injectors up to par? Age might be getting to them.
3) On the throttle body there are alot of little dashpots and whatchamajigs. One in particular keeps the throttle from smashing down too fash meaning that you can lop the motor into killing itself.
4) check the general function of the throttle body's components. Might be leaking somewhere.
5)something in your emissions rack might have a vac leak or be working incorrect.
6) the BAC might be bad.
7)ummm...thats all i got for now.

To stop the idle from pulsing Ihave to turn the adjust screw on the BAC all the way clockwise. Does this mean the BAC is bad. I just got a new tps and I adjusted it with the multimeter.

umm not sure how to tell if a BAC is bad or not....sorta one of those replaced it and it fix the problem deals. Then i just went and removed all the emissions which a HELL OF ALOT easier.
But it makes sense seeing that the little blue devil controls your idle.

Wow, I missed this one. New to rotary, but here is what I was told, a million times, so do what I did. READ. And, 1990 FC3C n/a, start here, if all apply: AFM, TPS, ACV, BAC, CAS, THROTTLE BODY PLATES clearance, change every, EVERY, vacuum line, cheap fix, ECU, THROTTLE BODY SPACER, etc. Thats for the first 15 minutes, now-----seriously, READ at top, everything there, and start at square one, and make sure you keep a journal on all of it. More sensors, vacuum lines, ESPN, CBS, ABC, NBC, FOX, ESPN 2, get my point! But you will find it, and be a more knowledgeable person for it. I know I am. Hope I helped.
