i lost a bid on a set on ebay 2 weeks ago...........my top bid was $130 and they went for $165 with the $68 shipping charge.....

OK, so maybe he's not actually lying, but he is deliberately and obviously implying they are different (better?) than US lights. He makes quite a big deal out of it. e.g. "pure Junsei JDM" and "perfect for that Savanna RX-7 conversion". Why would you use identical parts in a conversion?
If he is selling things for more than retail then more power to him.
Not if he's convincing people that what they're buying is something different to what they think it is.
From a business standpoint you aren't getting ripped off if you are willing to pay that price for it.
If you're paying that higher price because you're led to believe something that's not true, you are getting ripped off.
