The front skirt keeps the front of the car on the ground at high speed, similar to the way a rear spoiler keeps the rear of the car on the ground.

but could i run a small scoop through a hole in the plastic up to the stock air scoop/ intake or even a really thin scoop, just to get some fresh - cooler air into the stok air filter

this is one of the intake difficulties the FC has... there simply are few pretty and real effective ways. most people who've done well have just been creative or modified a few things. as far as I know anyway.

The front skirt is most effective if it is a thin skirt with some space behind it. I guess you could design the scoop in the shape of a diffuser and actually come out ahead aerodynamically, but I'm not sure if there is room for that, and it may be difficult to design with your limited knowledge and resources. Also, a scoop that low may suck in a lot of water and small road debris.
