If thats true... then mine is working fine (its near zero at 800 rpms "idle")

Nothing wrong with using 10w30 (esp in winter) unless your oil seals are infact bad, but that is not necessarily your problem.

Let the engine fully warm and not letting off hard at high rpms reduces smoke.

If your oil is consistantly at 15psi I would suggest first changing it, even trying a heavier oil, but if your car has a lot of miles on it the oil pump can be wearing down, so be wary of that too.
Thanks for the help and the advice! I will check into that oil pump when i get a chance.
