Do a compression test and talk him down as low as he will go, but it looks good from what I can see in the little pics.

He switched from fuel injection to carbuerator. I don't know if switching from fuel injection lowers mileage or not but I'm guessing it does. If I baby it I can get 20 in town. Otherwise its usually 15-17mpg.

yes it will, I had a delartor side draft ported engine and gave me like 12 mpg. fast N/A though.

sounds like a nice car, set up almost like my old one, should be nice G/L. I really dont think you will haggle him down b/c pleanty of money has been spent on it IMO

does have the carburator help the car in anyway?
could if i bought this guy could i put the direct injection back into the engine and would gas mileage be much better. I know it lowers the gas mileage a lot with the streetport.
Right now im looking for a daily driver that is fun, but i dont want to be at the gas station every day.
thanks

The carbeurator, header (specifically designed for that carbeurator btw), street port, no cat, and catback mean that car makes serious power. Unless it's broken. Stock gas mileage is 17/25, but the carbeurator and street port are gonna make that a little lower (3-5 lower?). And there's no way that thing will pass smog without a cat. Might not even pass with one, thanks to the port and carb.

To check it for problems, get a buyer's guide from the forum FAQ and/or google. You can also have a mechanic look at it. I mean, maybe it's pristine and he's just strapped for cash or maybe he's selling it because he got a bad motor rebuild. You won't know until you check it out. For a good price, see kbb.com. The mods listed will add some value, but not nearly what he spent on them.
