Can anyone help me with a resource that gives the ranges of VIN #s (or other clues) for identifying vintage of JDM TII transmissions and rear ends?

No such thing. The VINs on these cars have no relationship to the engine, trans, rearend, etc. This isn't an old hotrod, there are no numbers to run.

VIN's are not in Japan. It's a US identification but that's not exactly what you were asking for.

JDM VIN's are not going to help you.
I believe the JDM VIN's are all "FC3S-xxxxxxxxxxx".
Basically, the higher the number (i.e. xxxxxxxxxxx), the newer the car.
Watch it on the rear ends...
Some JDM rear diffs come with 4.30 ratios.
In fact, most of them should be 4.30's.
The 4.10's are actually rare in Japan, but this was the only option in the US.
You can tell which one you got by spinning the input shaft relative to the axle rotations.
4.3 = spin input shaft 10 times, axle shafts should rotate 43 times
4.1 = spin input shaft 10 times, axle shafts should rotate 41 times
LSD's are actually rare on JDM rear diffs.
Most are open diffs.
Spin one axle shaft and see if the other axle shafts spins the same or opposite.
LSD = axles spin the same direction
Open diff = axles spin opposite directions
As for transmissions, they should all be the same with the exception of 5th gear.
I think it's the same as the US cars, so Zenki is 0.762 to Kouki 0.719.
Shift trans into 5th and spin input shaft...
About 7 rotations = about 10 rotations on tail shaft, most likely 0.719
About 7.5 rotations = about 10 rotations on tail shaft, most likely 0.762
Internals are basically the same except for 5th gear, so it's a preference for top-speed performance.
