Whats the best kind of intercooler for a tII and how much is it?

Any of the $1000 + ones are very nice. The Isuzu NPR and the spearco are pretty good cheaper ones.

what about the one by hks and apex they're pretty good right?

If you want to pay a grand or more, yes. Greddy/Apexi/HKS/Knightsports are all good brands. Just extremely expensive.
