MS injectors no fire

should all 4 injectors fire all the time?

i am trying to get my new engin to crank and in the process i found that i only have 2 injectors working.
i have one primary injector and one secondary injector that work

i moved the connectors, switched them to see if the miss fire follows the plug and it did. so i know all the injectors do work. it is the harness

i checked all 4 connectors for 12v and they all do have 12v when key is on
i checked the ground at all 4 for an injector pulse and only the 2 connectors that work show a pulse the other 2 do not

any ideas? anything else that i should check?

1988 turboII
it ran fine before i pulled the engine. it had a bad cooling seal so was getting coolant into the combustion chamber

The primaries (the ones under the intake manifold, that go directly into the center iron) are the only ones that fire during cranking and low rpm. The secondaries kick on at higher rpm (on NA Cars this point is 3800 rpm, on T2, I'm not sure)
