Go in this order:

Cap off the inlet to the BAC (If you don't have it run to the TID or going anywhere)
Check that the throttle plates aren't stuck open (cable too tight, TPS holding it open, etc)
Adjust TPS once throttle is closed fully.
Check for vacuum leaks (start at the TID and work your way back, check EVERYTHING)

Is the thermowax/all of that removed? If you can verify your linkage isn't hanging open (check the throttle stop screws and make sure the linkage is actually coming back all of the way), then it's almost always a vacuum leak (assuming the ECU/etc is fine). Your TPS reading ~1v (or 1k ohms) at closed throttle?

Looks and sounds like a big vacuum leak.
