idle hunting/surging when cold, fine when warm

idle hunting/surging when cold, fine when warm
Have a stock '88 vert with the exception of hi flow cats and K&N intake kit.

Just starting hunting from 1000 to 1500 rpm's while warming up, when warm its a steady 800 rpm.

Any suggestions, if it is a vacuum leak should'nt happen all the time?

TPS. Check and set it. It also wouldn't hurt to check for leaks when cold.
