idle hunting/surging when cold, fine when warm

idle hunting/surging when cold, fine when warm
I have a stock '88 vert 13b with the exception of hiflow cats and K&N intake. Recently the idle just started hunting from about 1000 to 1500 rpm's when cold, but its a good steady 800 when warm.
Any suggestions? If its a vacuum leak would'nt it happen all the time?
