Idle Bouncing

I have a 1986 RX7 non turbo. When I start it the idle goes up real high and then back down. Then it continues to bounce the idle up and down, almost like it is surging. I have read the it could be an air flow problem, but where should I start? Could it be the cold air sensor?

Any help would be appreciated.

I have changed the plugs and wires. It was running fine and then sat for awhile (2 weeks)and is now doing this. What is the TPS?

Top of the motor, next to where the MOP rod connects to the throttle body
