I have 4k rpm hesitation. now what?

I am in the process of breaking in my motor and I shouldnt take it over 4k, but I acidentally noticed it wouldnt go over 4k, almost like it hits a wall as soon as i hit 4k rpm. I regrounded the engine to the chasis, I added a ground wire to the boost sensor. and nothing. I dont know what to do next. its not too important right now that I fix this cause I am still breaking it in and shouldnt be taking ot over 4k, but after another 750 miles my motor will be fully broken in and I have a few buddies who want a good race, RHD Silvia, 600whp Evo8. Yah, so I need to get this thing tuned and ready to go so when its fully broken in it will put out.
Any help is greatly appreciated
Thanks
