Try the manual at this site http://www.iluvmyrx7.com/Technical_I...ice_manual.htm theres another site with manuals at www.fc3s.org, but I find I can't get a download out of it for the last month, so take your chances. Basicaly remove the upper and lower intakes, pull them out with your fingers or a pair of needle nose pliers. Then put it back together. There's not good reason for not making them work but then again it keeps you busy.

Sorry, never touched a 89 and up. If you had a 86-99 I'd say take off the two 10mm in size nuts that hold the actuators on, and put them in a sealed bag for future use. On a 86-88 the actuator rod retracts into the actuator to open them(them being the sleeves that rotate inside the manifold), so I would have said just rotate the little arm that attaches to the actuator in the direction that the actuator would have pulled them to open them, and just take some .032 saftey wire and tie them in place. Your actuators work just the opposite of the 86-88, so I think you would take the actuators off and tie the little arm in the direction that the actuators move to open the sleeves, probably in the up position. Should only be two 10mm nuts holding the actuators on, so the job couldn't take more than an hour. Go out and pull one off. There's really not much to it. It'll be obvious once you pull the actuator off.

If you can do enough work to wire them open, can't you fix them? Do you know what's wrong (the actuators? Are they gummed up, broken?)

You don't really gain anything over 4 grand wiring open vs. properly working, and you lose low-end torque.

A factory manual is a Good Thing to have...
