Um... this is a hunch, but if you took off the cat converter, you aren't going to pass. Period. I'm pretty sure of that, with ANY car, not just a rotary. And probably just having the ACV go wrong, can keep you from passing, kept my 89 GTU from passing....

y did you take it all off if first you still needed to pass an emmissions test and second you didnt want to put it all back on to pass the test

if you cant bribe them you gotta put the cats back in the ACV and the air pump

I dont know about where you live, but here, EVERYONE knows somebody who knows a mechanic

Slip him 20-30 bucks, he'll pass ya.
I know in some states, like flordia, where its handled by state or local government (forgot which) its harder to bribe, and im not even sure you can... But here in NC its handled on a private level, and people down here will do anything for 20 bucks.

personally, i took an inspection sticker off someones car and scanned it in the cpu. then coppied a section of the good sticker and pasted it up to replace the parts of the sticker that got torn off when i scrpaed the sticker off. a little glue and it'll get passed most cop's first and even second glances. i can even change the color and dates. no more 80 $ to pass me under the table

if all you need to do is pass a tail pipe test. and not a visual.

then you need both a cat and air to the cat.

if you have ripped off your vac rack. the ACV will no longer work even if you put it back on. so you have 2 options.

put the stock air pump back on. run a pipe straight from air pump to cat. don't leave it on any longer then needed for testing and getting there / back.

2. 93+ LT1 camaro / corvette use electric air pumps. pretty small. stick it anywhere under the hood. wire up 3 wires to it. and run a hose to the cat. and put a switch in the car. you can turn the pump on for the test

FYI- Florida repealed its emissions laws a couple of years ago- YEEEEEEHHHHHAAAWWW!!!! - but before that it was the state government that set up stations. No bribing goin on at all.

I if you noticed my sig, I have been running a downpipe and pre-silencer (no cats) since shortly after they nixed the emissions laws.
