first off whats wrong with it.
second when rotary motors sit for a long period of time without getting stored properly supposidly something warps and the engine gets messed up. so make sure its got good compression on it.

Pull the leading plugs and dump a few ounces of oil into each chamber. Now rotate the engine a few turns by hand and put the plugs back in. Drain old gas and fill up tank with good new gas. Prime the fuel system (use test jumper....yellow plug on passenger shock tower). Change the coolant. Change the oil. Start her up.

As above plugs out, oil squirted in and turned by hand till sound from plug is 'swooshing' of lubed tips then pull ignition fuse and turn on starter with fresh battery for 5 secs say to prime oil. started one stood 3 years as above and fired as soon as ignition fuse back in. may help to 'prime' with easy start or similar but not too much or floods, see one of many forums on flooding if so, wet plugs etc. dont like starting by pulling car till really necessary, try and let car start of own accord less chance of breaking.

Well went and looked at the car for the first time today, Its in decent shape, a little dent in the hood, old paint, but hey its still a TII. Its got 130k miles on it, so a rebuilt street port will follow soon. But hopefully it will work out ok for now. Its a 7/86 y ear model. But hey its gonna kick ***......
