How TO fix running rich???????

Exclamation How TO fix running rich???????

Ok here is the story!
I baught my car from BC drove it back to Saskatchewan
and on the way home the turbo blew and was puffing white smoke! I figured that the time that the water cooling for the bearing housing was simply leaking into my exhaust! But now i have a t04 turbo in my car and it is still doing it! and i am not sure where it is comming from some people told me that it might be because of running lean well how do I fix this? Is there a way! I know that i need a new ECU and am saving up for it until then i cannot drive my car until i get the smoke fixed! COPS RAINED ON MY PARADE!!!!
Any help would be really apreciated!

well
There is a T04 exhaust wheel witha t04 compressor wheel and a machined stock exhaust turbo housing! so essentially it is a t04!
I have a greddy turbo timer!
K&N cold air intake
as far as i know that is it! I have only owned the car for about two weeks and drove it for a few days! after the turbo was installed!
anything else that you need to know to help me out?

IT is a stock exhaust with no cats! NONE!
and the turbo with totally upgraded except the stock exhaust housing was machined and blueprinted to fit the T04 Exhaust wheel!

well it is gutted cats! but i am looking to replace my entier exhaust right away!!! so that is not the prob cause we ran it spewing right out of the turbo! and it still smoked allthaugh it was really ******* loud!!!
