A boost controller does not limit how much boost you get. It actually raises your boost by messing with the pressure the Waste gate see's.
An Apexi SAFC is a popular Fuel signal controller. It will change the fuel signal to the injectors so it can remove or add more fuel over the stock signal. It's a piggy back system and commonly used for semi modded cars.
A Haltech,Microtek,etc are full engine management systems. They will need to be professionally tuned after you install it and it takes over as the main computer for the engine.(You toss the stock ECU).
This is a $1,000 item. It is more efficient than a SAFC but you can tell why the SAFC is more popular due to the price.
