Hose connected to oil filler tube

Is this black tube supposed to be connected to something? There's a black thing next to it. I don't know if the hook together. I'm new to rotary engines so I'm just trying to get my car running

On TII it connects to one of the solenoids under the fill cap, not sure about n/a. heres a pic
