Well... with a taillight killswitch, a flat black car would disappear in the dark. Maybe he doesn't like cops? Though for why to "pay someone else" for the Krylon Touch, you've got me stumped on that one.

Actually yes. Doesn't put out more light, but much easier to see and follow from a distance with the eye from behind. Some of the higher end italian cars have them built in, and the drivers get decent at seeing with the light from their forward parking lights.

Again, not advocating anything, but browse through some of their forums.
