High Idle Cost
If It idles like that when its cold thats perfectly normal (on N/As atleast), If it does it when its warm too, I would try to set the Idle, If you do it yourself its free, there should be a good writeup somewhre on setting the idle.
If that doesnt work, check vacume lines and stuff like that. Check the throttle cable tension/binding.

Alright, I have been going through the mazda MM (trying to avoid studying) it says.
Problem: High Idle speed (at normal operating temp)
Possible causes:
It says, Airflow meter (really damn expensive), Throttle sensor, water theromosensor, power steering pressure switch, and ECU
Obviously it could be other stuff as well.
NOTE: be sure to check condition of the wiring harness and connectors before checking the sensors or switches.
Check engine light on?
*im off to study*

It is normal on all RX-7s to idle at 3k when cold. You can modify the car to avoid doing this. If it idles like that all the time, do as stated above.
Also, you can only edit your posts for a ceratain amount of time.
