high idle on automatic

I have been trying to fix my friends RX7.

It is a 88 GXL auto. The idle won't go any lower than 1100 rpm.

I have adjusted the idle screw, and that helped bring it down from 2250!!!!

I have also played with the Rich and lean adjustment, but that didn't help either.

I have removed his ACV and it doesn't leak, we have also removed his air pump and A/C. We have wired the ports open.

He has a K&N replacement and a tornado.

We have put a 2.5 inch exhaust from the stock manifold, no cats or mufflers.

Can anyone help and explain why the idle is soo high and I can't adjust it down anymore?
