High idle?

I have a 1987 FC N/A and it pours out blue smoke and idles at 4000 rpm when you start the car. Removing the TPS or the BACV will fix the idle problem. I recently replaced the TPS and cleaned the BACV but the idle is still at 4k. I tried disabling the cold start feature and it still starts at 4k. Does anyone have any ideas on how to fix the idle problem? I know the smoke probably means rebuild.

does your idle screw work? its somewhere near the bac. and i wouldnt recommend removing the bac or the tps....thats mainly what keeps that car at idle.

Yea we don't leave them off just test it. Yea the idle screw does work but it doesn't get it anywhere near low enough.

4k is awfully high. IMO that doesn't sound like the typical idle BAC/TPS problem posted here. Checked the throttle cable?

Throttle cable is fine. After driving it for a bit the idle goes down. Are there any seals in the Throttle body that could be going bad? Thanks.
