hesitation at 6000 RPMs

I have an 88 TII. Recently I've been having a hesitation problem at around 6000 RPMs. Along with the spudering there is a sound, kind of like air escaping (kind of like the sound of a numatic lift, like a hydrolic sound). This problem is worse in the low gears (4th & 5th) where I am producing boost for a longer period of time. Considering I usually get in races on the highway, I'm really losing out in this situation. Does my BOV need tighted(apex)? Is my wastegate messed up? Am I reaching the fuel cut limit even though I have a fuel cut defenser? Please let me know what you think and how to fix it.

I sort of have this problem too, but my boost just drops at around 6500 rpm, I figured I should be able to take it to 7 at full boost. Could be attributed to my bleed style boost controller, I think I need a ball and spring type!
