help me diagnose a problem!!!

My buddy Jmaxx93 just acquired a 90 GTU. Problems will be described as no power. Decent but possible power exists up until the 5-6K range where no power is available after. We read on here and found that it could be the 5th and 6th ports. Wired those puppies open(okay we used vice grips) and the power seemed somewhat the same. thought it could be a gutted cat, but when he went to emmissions he past like it was brand new. Truely we are stumped. Anyone else have problems similar. He thinks the car might now be missing(ignition) or a sticking injector. your thoughts

Does the CEL happen to come on when the power goes low?
