Help identify a vaccum line on a 89 turbo 2

Trying to identify this line on a car I just bought. Was disconnected when I got the car and just points toward the ground. It is connected right below the oil filler neck on the block

Its supposed to go to a hardline on the firewall that leads to a charcoal canister on the passenger side of the engine bay. Looks like the hardline has been removed in your picture.
