It's helpful to put it back in, it's a moisture gaurd to prevent some of the (inevitable) water that gets inside your door from getting to the cardboard/fabric/electronics on the inside of your door.

I actually just had that off last week. That stock adhesive is STICKY and even after 20 years, the clear paper stuff stuck right back to it.

I'm kinda curious what exactly the sticky stuff is. Anything that sticky after 20 years has 2 thumbs up in my book.

Start by cleaning out the tracks. Grease get nasty over the years, and they probably need to be cleaned and re-lubricated. Check to make sure the rollers aren't broken, and that the tracks haven't been bent in any way.
