ok, to get at the power window stuff (that im trying to fix) i need to remove this thin plastic sheet between the interior trim and the rest of the door, does it matter if i put this plastic part back? what does it do?

It's helpful to put it back in, it's a moisture gaurd to prevent some of the (inevitable) water that gets inside your door from getting to the cardboard/fabric/electronics on the inside of your door.
yeah, amazingly the adhesive is still sticky and i could put my door back together

Start by cleaning out the tracks. Grease get nasty over the years, and they probably need to be cleaned and re-lubricated. Check to make sure the rollers aren't broken, and that the tracks haven't been bent in any way.
